I didn't answer to this as I am not a developer but I don't think it's possible to have access to paladins without having access to TBC zones.

In theory yes, but all SP roll alliance since they can faceroll easily.
Horde have less dispellers making it really unfarvorable in that regard.
So there isnt any incentive to roll horde SP atm

Regardless of that, they need tuning
